PROBLEM TO BE SOLVED: To automatically perform reconstruction between different kinds of systems. SOLUTION: A current program source 4 is inputted to a program reverse part 1, logic described in the current program source 4 is resolved into each instruction unit, and only a processing portion is registered in a job logic repository DB 6. A DB/file copy phrase and a code copy phrase used in a system are also registered in the DB 6. A program creation part 2 uses a logic component, the DB/file copy phrase, and the code copy phrase or the like registered in the DB 6, combines them to produce a processing component, and produces a new job logic repository DB 8 customized for a new system. A program creation part 3 (3a, 3b) reads a new logic repository 8 on the basis of a sentence pattern dictionary of language produced according to a language platform to create a program source corresponding to various language platforms.
