PROBLEM TO BE SOLVED: To provide a retroreflection sheet for security which is hardly forged, which can not be reused when it is peeled, and in which a printed image can be visually confirmed without being influenced by a sticking object such as colored glass and can be vividly visually confirmed even at night, and its manufacturing method. SOLUTION: In the retroreflection sheet for security equipped with a surface layer 1, a binder layer 2, a high refractive index glass beads 3, a printing resin layer 4, a focus layer 5, a metallic layer 6 and an adhesive layer 7 in this order, the resin layer 4 forms a mark, the glass beads 3 are arranged in the binder layer 2, and the arranging position of the glass beads 3 and the position of the resin layer 4 are not superposed when observing in the thickness direction of the retroreflection sheet for security from the direction of the surface layer 1.
