PROBLEM TO BE SOLVED: To obtain a water-based one-pack type coating material for substrate conditioning, which has excellent adhesivity to various substrates and existing coating films and to which various topcoating materials are applied. SOLUTION: In the coating material for substrate conditioning, which comprises (A) a synthetic resin emulsion and (B) inorganic granules having 0.1-100μm average particle diameter and has 30-80% pigment volume concentration, a synthetic resin emulsion which is obtained by polymerizing a monomer mixture composed of (i) 70-95 wt.% of a hydrophobic monomer and (ii) 5-30 wt.% of a hydrophilic monomer composed of an epoxy group-containing monomer, a monomer to be reacted with an epoxy group and another monomer and having the molar ratio of the epoxy group-containing monomer/the whole hydrophilic monomers of≥0.5 and the molar ratio of the monomer to be reacted with an epoxy group/the whole hydrophilic monomers of≤0.05 and has -40 to 40°C glass transition temperature is used as the component (A).
