PROBLEM TO BE SOLVED: To suppress lowering in the quality of powder and grain by making the powder and grain hard to get dirt or be damaged when the powder and grain are discharged from a powder and grain transporting device, and to easily load/unload the powder/granular transporting device to an ordinary transporting vehicle. SOLUTION: A powder and grain container 3 storing the powder and grain such as grains or fodder, a powder and grain sending device 4 provided on a bottom portion of the powder and grain container 3 and downwardly sending the powder and grain in the powder and grain container 3, a winding device 5 capable of carrying the powder and grain sent by the powder and grain sending device 4 with wind power, and a discharging cylinder 52 guiding the powder and grain carried by the winding device 5 with the wind power to the outside of the powder and grain container 3, are integrally structured to be a unit 1.
