PROBLEM TO BE SOLVED: To provide a radio operation system which can be applied to an environment where a plurality of controllers and a plurality of operation terminals coexist and can easily establish communication in a short period of time. SOLUTION: An operation terminal 200 transmits a call instruction to a controller 100 over a previously established connection channel, and switches the connection channel to a communication channel included in response data upon receiving a response. Furthermore, the controller 100 waits for the call instruction from the operation terminal over the previously established connection channel, retrieves an unused channel upon receiving the call instruction, decides the communicating channel, transmitting the response data including a communication channel number to the operation terminal 200, and switches the connecting channel to the communicating channel.
