<p><P>PROBLEM TO BE SOLVED: To provide sanitation paper which provides thick-textured feeling and high decorative effect, and is soft and agreeable to the touch. <P>SOLUTION: The sanitation paper is embossed with many projections and recesses on both sides of the paper. Flat regions are formed between projections adjacent to each other, the recesses adjacent to each other, and the projection and the recess adjacent to each other.
