PROBLEM TO BE SOLVED: To provide a heat-shrinkable polyester resin film having a sufficiently large shrinkage factor, causing no shrink irregularity at the time of heat shrinkage, having beautiful appearance, stably holding the beautiful appearance even under a high temperature condition experienced later and excellent in tear opening properties at the time of delivery and at the time of use after thermally shrunk and mounted as a packaging bag or a label and perforation cutting properties necessary in the label peeling process of a recycling process, and the label using it. SOLUTION: This heat-shrinkable polyester resin film is characterized in that the maximum heat shrinkage factor is 20% or above at least in one direction, a haze value is 50% or above and the total light transmissivity is 93% or above and has cutting properties being 1 mm or below in the maximum width in the direction crossing a tear direction at a right angle and contains 0.05-30 wt.% of a syndiotactic polystyrenic resin.
