PROBLEM TO BE SOLVED: To solve the problem that enhancements of radio communication lines and processing capacity of a traffic information management center are required to cope with the increase of communication traffic from vehicles to the traffic information management center mainly at the time of traffic jams, thereby bringing about the increase of facility costs. SOLUTION: In a traveling information communication method of an on-vehicle car navigation device, a vehicle has a means which computes its own average traveling speed, and radio communication from a vehicle to the traffic information management center is conducted only when a traffic jam begins and the average speed of the vehicle decreases to a preliminarily fixed threshold value or below and only when the traffic jam ends and the average speed of the vehicle increases to a preliminarily fixed threshold value or above.
