PROBLEM TO BE SOLVED: To obtain the movement rapidness of an animation with reducing the processing cost. SOLUTION: The processing method comprises a step of dividing moving picture data into a specified number of sections, calculating the change rate of the picture in each section (S403), further dividing a selected section into new sections based on the change rate of the picture in each section, calculating the change rate of the picture in each divided section (S404), repeating and working the division process until specified finishing conditions are met, dividing the moving picture data in the unit of a minimum section among a plurality of obtained sections (S404, S405), calculating the shift of the change rate of the animation in each obtained section (S405), determining a sampling point with changing the sampling density for extracting frames based on the calculated shift (S411, S412), and extracting a specified number of frames.
