PROBLEM TO BE SOLVED: To provide a recording and reproducing device and method, and a recording and reproducing system, which prevent the decline of an access performance in a substituting processing in an area where a write speed is considered as important. SOLUTION: An HDD 4 accesses a hard disk 11 corresponding to the control of a host device 2. The disk 11 is provided with a disk cache area for temporarily storing data, the data are managed as files and a FAT file system is used for the data management. The HDD 4 reads a FAT on the disk 11 to a memory 19 inside the HDD corresponding to a mode switching instruction from the host device 2, tentatively writes the data in the disk cache area, refers to the FAT read to the memory, and moves the data to a user area.
