PROBLEM TO BE SOLVED: To provide a heat developable photosensitive material having high sensitivity, low fog and superior image preservability, and to provide an image forming method. SOLUTION: The heat developable photosensitive material has an image forming layer, containing at least a photosensitive silver halide, a non-photosensitive organic silver salt, a reducing agent and a binder on at least one surface of a support, wherein (1) a silver iodide content of the photosensitive silver halide is≥40 mol% and (2) each grain of the photosensitive silver halide has a silver halide-containing epitaxial portion and contains a complex of a hetero atom other than a silver atom in the epitaxial portion.
