PROBLEM TO BE SOLVED: To prevent damage of an electronic component or the like mounted on a printed circuit board 28, such as orbital velocity detection sensors 24a and 24b or a rotational velocity detection sensor 15a used in performing load measurements. SOLUTION: The electronic components such as the sensors 24a, 24b, and 15a, and so forth and a soldering part are covered by a soft covering member 37 and are embedded into a holder 32 made of a hard synthetic resin, as well as the covering member 37. With variations in the temperature, when the dimensional variation between the holder 32 and the printed circuit board 28 is generated, the covering member 37 absorbs the component of the variation, and the application of excessive force to the electronic components and the soldering part is prevented, thereby solving the above problem.
