PROBLEM TO BE SOLVED: To reduce weight while securing strength against a fastening torque and an input from a seat belt when the retractor is mounted to be offset to the cabin side. SOLUTION: A retractor mounting section 12 of a bracket 10 is formed to be offset to the cabin side from the inner panel reference surface, the position of an attaching hole 8a of the retractor 8 is matched with the position of a bracket nut 13, step sections 8b and 8c on both sides of the attaching hole 8a are butted on rotation regulating sections 14 and 15 of the bracket 10 for positioning, and the retractor 8 is fastened and fixed to the bracket 10.
