PROBLEM TO BE SOLVED: To satisfactorily keep antibacterial and bactericidal actions of metal ions by preventing the deposit of an oxide layer onto an anode surface. SOLUTION: Just after peeling off the oxide layer generated on the anode 4 surface by the water flow of a circulating pump 7, the direction of electric current is reversed to completely remove the oxide layer by hydrogen generated from the anode 4 surface, thereby the anode 4 surface can expose a constantly conductive metal surface to facilitate current flow.
