PROBLEM TO BE SOLVED: To provide a fine particle-dispersed hydrophilic polyurethane-based resin composition in which viscosity rise is little and transparency is kept even if fine particles are used much, and which has superior adhesiveness to many kinds of stock materials, and also superior water absorbability, antifogging property, transparency, flexibility, writability with a water-color ink and water resistance, anti-blocking property, and sliding property, and to provide its manufacturing method. SOLUTION: The silica-dispersed hydrophilic polyurethane-based resin composition comprises a hydrophilic polyurethane-based resin which is obtained by reacting an organic polyisocyanate, a high molecular weight hydrophilic polyol and/or a polyamine and a polysiloxane compound having at least one piece of active hydrogen-containing group in the molecule, with a chain extender at need, and has a hydrophilic segment and a polysiloxane segment, and a fine particle silica, and in its solution, the fine particle silica is dispersed stably in the hydrophilic polyurethane-based resin solution, and its manufacturing method is also provided.
