A photocell exhibiting excellent photoelectric transfer capability. There is provided a photocell including a semiconductor electrode, an electrolyte and a counter electrode, wherein (1) the semiconductor electrode comprises an oxide semiconductor layer having photocatalytic activity, the oxide semiconductor layer (2) comprising secondary particles each being an agglomerate of primary particles of metal oxide in which (3) the primary particles have an average particle diameter of 1 to 50 nm while the secondary particles have an average particle diameter of 100 nm to 10 mum, which photocell (4) generates electromotive force when the semiconductor electrode is exposed to light having substantially the same wavelength as the average diameter of the secondary particles.
