PROBLEM TO BE SOLVED: To provide an air-conditioning control unit capable of suppressing temperature-jump detection by an infrared ray sensor without installing any hood or the like, and a vehicular air-conditioner having the same. SOLUTION: An air-conditioning control unit 10 comprises a non-contact type temperature sensor 20 to detect the surface temperature of an occupant by using infrared rays, and a control means 32 which filters the surface temperature detected by the non-contact type temperature sensor 20, and changes the setting of the air-conditioning temperature based on the filtered surface temperature. The control means 32 compares the surface temperature detected by the non-contact temperature sensor 20 with the surface temperature detected immediately before, and performs the filtering by using the filter time constant longer than the predetermined value if the temperature difference not less than the predetermined temperature occurs.
