PROBLEM TO BE SOLVED: To enable a user who usually does not carry a CAS card to view limited digital broadcasting, and to provide a viewing environment as usual to a user who usually carries and uses a CAS card, without imposing burden on the facility management side in facilities which unspecified users use. SOLUTION: An apparatus is provided with a first CAS card slot 15, fixedly attached with a CAS card storing release information previously acquired for viewing a predetermined digital broadcasting; a second CAS card slot 16, to which an arbitrary CAS card carried by a user are detachably attached; and a control unit 18 for selectively reading release information stored in the card, when the card is attached on the second slot 16, and release information stored in the card attached on the first slot 15 if the card is not attached, and causes to execute release processing for viewing the digital broadcasting.
