PROBLEM TO BE SOLVED: To provide a pasting device and a pasting method for pasting a phosphor sheet sealant and a flat plate maintaining a flatness, and easily changing a size of them without preparing a holding means fitting the size of the flat plate. SOLUTION: The pasting device has a putting stage for putting a phosphor sheet sealant, a first frame holding the flat plate on a plane facing the surface of the putting stage, a second frame arranging the first frame, and a pushing means for the flat plate held by the first frame. The first frame has a holding member capable of changing a set position in accordance with the flat plate dimension. The second frame has a moving means moving the flat plate in the direction of contacting/leaving the phosphor sheet sealant on the putting surface by maintaining the parallel state, and pasts the phosphor sheet sealant and the flat plate.
