PROBLEM TO BE SOLVED: To provide a telephone exchange capable of relieving a processing load, reducing an operating cost, and quickly and properly carrying out call termination processing. SOLUTION: When an incoming call transmitted via a control channel of an IP network IPN arrives in a master unit 1A, an IP network interface section 12-1 receiving the incoming call discriminates whether or not there is a free voice circuit among a plurality of voice circuits, and transfers the incoming call to a next IP network interface section 12-2 not through a call control section 11 when all the voice circuits are busy. IP network interface sections 12-2 to 12-n sequentially carry out incoming call transfer processing until a free voice circuit is found out when receiving the incoming call.
