The inventive method for guaranteed voting can be used for carrying out different votes and referendums. Said invention makes it possible to satisfy a voting procedure to the requirement of the Russian Federation Constitution and of the European Convention for protection of human rights and fundamental freedoms and to increase the vote reliability. The inventive method for guaranteed voting consists in anonymously informing an election commission by a voter about his decision and by taking said decision into consideration by the election commission which makes public the voting results. The voter encodes his decision and submits the decision code to the election commission which ascertains said code and officially gives public notice thereto. The voter can code his decision by acquiring, by a random selection, a stamp carrying a unique code and by indicating the selected voting proposal by applying said stamp to a voting bulletin. Said voter can also encode his decision by acquiring, by a random selection, a voting bulletin carrying a unique code and voting proposals and by indicating one proposal with an arbitrary sign. In both cases, voting documents are protected and the decision is encoded by codes of computer engineering. |
