Bonding layer composition comprises an aqueous dispersion of a polyurethane produced by reacting a polyisocyanate with a hydroxy-telechelic polybutadiene, a compound (I) having an anionic group and an isocyanate-reactive group and a chain extender. Independent claims are also included for: (1) producing a composition as above by reacting a polyisocyanate with a hydroxy-telechelic polybutadiene in solution in the presence of a compound (I), dispersing the resulting prepolymer in water in the presence of a chain extender, and optionally adding an adhesion promoter; (2) bonding layer comprising a film formed from a composition as above and optionally an adhesion promoter deposited on the film; (3) use of a methacrylate or dibutyl tin dilaurate as an agent for improving the adhesion of a bonding layer formed from a composition as above with respect to solid propellants.
