PROBLEM TO BE SOLVED: To provide a substrate sheet for a wire harness protection sheet which is superior in inflammation resistance, mechanical strength, abrasion resistance, and thermal deformation resistance, and which has a proper flexibility and an elongation characteristic. SOLUTION: This is a substrate sheet for a wire harness protection sheet containing A component: a polyolefinic resin, B component: a mineral oil based softener, and C component: an inorganic metal compound. The thickness is 0.2 to 0.5 mm, 10% modulus is 5 to 25 N/10 mm, and this contains 30 to 140 pts. wt. of the C component against the total amount 100 pts. wt. of the A component and the B component.
