PROBLEM TO BE SOLVED: To provide a polycarbonate-manufacturing catalyst, which is easily separated from a polycarbonate and can be used repeatedly giving high catalytic efficiency, also to provide a process of manufacturing a high-quality polycarbonate by using the above catalyst without using a noxious chlorine gas and phosgene and a halogenated organic solvent such as dichlomethane and chloroform, considered to pollute the environment. SOLUTION: The polycarbonate-manufacturing catalyst contains a reaction product of (a) an organic or inorganic carrier containing nitrogen or phosphorus atom which is quarternarized with alkylhalide, (b) a palladium compound and (c) a metal compound having a redox catalytic activity. The manufacture process of the polycarbonate comprises: the first step of forming a polycarbonate prepolymer by reacting an aromatic dihydroxy compound, monohydric phenol, carbon monoxide and oxygen using the above catalyst; and the second step of manufacturing polycarbonate by the solid phase polymerization of the above polycarbonate prepolymer.
