PROBLEM TO BE SOLVED: To manufacture such a steel plate as a heavy plate, flat bar, and wide flat bar with an excellent flatness on edge faces of a product, suppressing an occurrence of meandering during rolling by an excellent method in dimensional precision and practicability. SOLUTION: In the manufacturing method of the steel plate, a rolling reduction is applied on a part of width of a material to be rolled by horizontal rolls of a universal mill equipped with a pair of horizontal rolls and a pair of vertical rolls. The steel plate is manufactured using the universal mill by applying a width reduction on the material with the vertical rolls, while restraining widthwise the edges of the material with a pair of vertical rollers installed on the downstream side of the vertical rolls relatively to the rolling direction of the material.
