PROBLEM TO BE SOLVED: To provide a recycling treatment method for a brightness-deteriorated fluorescent substance, namely a deteriorated fluorescent substance recovered from a used fluorescent lamp, a cathode ray tube, etc., whereby a waste fluorescent substance can be economically and efficiently recycled and the brightness of a heavily deteriorated fluorescent substance can be sufficiently recovered, the recycled fluorescent substance recycled by the method and a recycled fluorescent lamp manufactured using the recycled fluorescent substance.

SOLUTION: The method comprises a step wherein deposits such as binders attached to the surface of the deteriorated fluorescent substance are removed and a step wherein the deteriorated fluorescent substance is heat-treated.
