PROBLEM TO BE SOLVED: To provide a novel CNOS (Controlled NOT) gate or the like for realizing a quantum computer. SOLUTION: A first layer (2), a second layer (3) and a third layer (4) are provided. The first layer has a first quantum dot (Q<SB>1</SB>:5), a first input line (a<SB>0</SB>:6), a second quantum dot (Q<SB>2</SB>:7), and a first output line (a'<SB>0</SB>:8). The second layer has a third quantum dot (Q<SB>3</SB>:9), a second input line (a<SB>1</SB>:10), a fourth quantum dot (Q<SB>4</SB>:11), and a second output line (a'<SB>1</SB>:12). The third layer has fifth to eighth quantum dots (Q<SB>5</SB>:13; Q<SB>6</SB>:14, Q<SB>7</SB>:15, Q<SB>8</SB>:16), a third input line (b<SB>0</SB>:17), a third output line (b'<SB>0</SB>:18), an output line (b'<SB>1</SB>:19) and a fourth input line (b<SB>1</SB>:20).
