PROBLEM TO BE SOLVED: To provide a program update method for dispersing a process load when updating a program in in-house PHS system. SOLUTION: A radio base station 3 acquires version information from an update file 19 to compare it with a version of a program existing in the base station 3 and determines whether the file should be updated or not, when the file 19 composed of delivery list data 18 in which a plurality of IP addresses being put to the base station 3 to deliver an update program 17 are recorded in order of delivery and the program 17 including the version information of the program 17. When determining that the version should be updated, the base station 3 records the program 17 for updating acquired from the file 19 into a storage device 25 in the radio station 3, re-creates the file 19 after deleting its own IP address from the list data 18, acquires an IP address at the beginning in the order of delivery from the list data 18 with its own IP address deleted therefrom and transmits the file 19.
