PROBLEM TO BE SOLVED: To provide a heat developable photosensitive material which ensures little fog after raw stock preservation, high sharpness of an image and no coloration of a highlight area, and to provide an image forming method. SOLUTION: The heat developable photosensitive material contains at least a photosensitive silver halide, a non-photosensitive organic silver salt, a reducing agent and a binder on one and the same surface of a support, wherein (1) a silver iodide content of the photosensitive silver halide is 10-100 mol% and (2) the heat developable photosensitive material has a decolorable colored layer containing at least one anti-halation dye and at least one radical generator capable of generating a radical upon photoirradiation or heating.
