PROBLEM TO BE SOLVED: To reduce the weight of a rolled paper feeding-out and cutting container and to keep a tab of fed-out and cut rolled paper as long as possible for the next use. SOLUTION: A lid closing elastic piece 5 engaged to a rear edge 3C of an upper lid through a pivot part 3B of the upper lid 3 that covers a container 1 of which an upper portion is opened, is projected forward on a back surface plate 1C of the container, a front side 3D of the upper lid 3 is pressed downward with the upward elastic force of the elastic piece 5 to the rear edge 1C of the upper lid, a rolled paper feeding-out portion 2A is elastically held to the front side 3D of the container by a lower side of a downward paper presser 3A that projects on the front side 3D, and the rolled paper 2 is elastically braked so as to be fed out without being cut into pieces. Thus, a tab 2D of the rolled paper is blocked from being pulled into the container with the backward movement of the rolled paper 2 in the container and the tab of a dimension corresponding to the height of the paper presser 3A can be left outside the container after the rolled paper is cut.
