PROBLEM TO BE SOLVED: To provide a valve timing adjusting device which is easily assembled and provided with highly reliable locking mechanism, and also to provide its assembling device. SOLUTION: The valve timing adjusting device 1 comprises: a first rotator 3 synchronously rotating with a crankshaft of an engine; a second rotator 7 which is relatively turnable by a predetermined angle in the first rotator 3, and fixed in an end surface of an exhaust camshaft 5; and a locking mechanism 9 regulating a relative turning between the first rotator 3 and the second rotator 7. A housing hole 29 in the locking mechanism 9 is structured with a step, provided with a smaller-diameter section 29a formed at the outermost position in a device radial direction.
