PROBLEM TO BE SOLVED: To create a software system easily by automating the generation of a part of a program code necessary for the software system. SOLUTION: A skeleton code generator 130 generates a program file 140 by scanning a software design specification 110 by using a design rule 120 and obtaining factors provided to a complete software system. The program file 140 includes a code which is feasible later so as to perform a designated function or a task to the software system. In a performance configuration, the skeleton code generator 130 automates the creation of the program file, the creation of a header within the program file, the copy of comments requested in the software design specification 110, functions requested by the software design specification 110, and the declaration of class attributes.
