PROBLEM TO BE SOLVED: To eliminate the directivity when the assembly of a buckle base and a buckle lever is performed by the insertion of shaft protrusions in shaft holes. SOLUTION: The shaft protrusions 22 which are each formed on the buckle lever 2 and inserted in the shaft hole 12 which is formed on the buckle base 1 by an elastic returning at an insertion position where the insertion of the shaft protrusions 22 is allowed in the shaft hole 12 while elastically widening the interval between a pair of side plate sections 11 and 11 once by inserting the buckle lever 2 in a space between a pair of the side plate sections 11 and 11 of the buckle base 1. Thus, the buckle lever 2 is turnably incorporated in the buckle base 1. The buckle base 1 has a shape which makes the right and left shapes of the buckle lever 2, with the turnably incorporating position as a center, linearly symmetrical with a virtual axis x passing the turnably incorporating position as a reference.
