<P>PROBLEM TO BE SOLVED: To efficiently and rapidly create an ID card by improving the efficiency of identity confirmation process. <P>SOLUTION: In this ID card creating system 100, an identity confirming means (for example, CPU 71) for confirming the identity of an applicant is provided and when the applicant is identified, an ID card is created. In addition, a file server 3 is provided which saves old face image data to be used for identifying the applicant. Further, a camera 78 for photographing the face image of the applicant is furnished. Besides, a face image server 8 which acquires the old face data of the applicant from the file server 3 and saves the data before photographing the face image of the applicant using the camera 78, is furnished. Also, a means to acquire a face image data for confirmation (for example, CPU 71) by which the old face data are acquired from the face image server 8, is provided.
