PROBLEM TO BE SOLVED: To provide an outside thermal insulating waterproof construction method for a roof top by which a thermal insulating material is fixed or glued onto an underlayer easily and surely, and the roof floor having the excellent waterproof performance and durability is constructed easily by preventing the thermal insulation material from deteriorating caused by water absorption. SOLUTION: An acrylic rubber-based sticking material having a waterproofing property and an adhesive property is applied onto the underlayer.
