PROBLEM TO BE SOLVED: To provide an EL light emitting element capable of maintaining high luminance for a long time and a manufacturing method for an EL surface light emitting sheet using it. SOLUTION: This manufacturing method for the EL surface light emitting sheet, wherein a dielectric layer, a luminous layer and a transparent electrode are laminated on a rear face electrode one by one and a lead wire is connected with both electrodes to form an EL cell and the EL cell is covered with a moistureproof film, has a step drying all members constituting the EL surface light emitting sheet for two hours or more at 50°C or lower under a vacuum with a vacuum level of 13 Pa or below.
