PROBLEM TO BE SOLVED: To provide a spring device for obtaining high quality winding-up sound, and to provide a clock having the same. SOLUTION: A reverse rotation preventing mechanism 40 of the spring device 10 comprises a pin 42 engaged to a tooth form 4e of a ratchet wheel 4; a support member 41 that supports the pin 42, so that it can advance or retreat freely and energizes the tooth form 4e; and a contacting member 43 in which the support member 41 comes into contact. Accordingly, when the spring is wound up, the support member 41 comes into contact with the contacting member 43 and a wind-up sound is generated. The level, tone color, or the like of the wind-up sound can be adjusted, by setting of the material of the support member 41 and the contacting member 43, size, stiffness, and the like, thus obtaining an improved quality wind-up sound, when the spring is wound up manually.
