PROBLEM TO BE SOLVED: To stably and precisely detect a rotational phase and a revolution speed of an encoder, not only under stop and low-speed rotation but also even under a high-speed rotation, in synchronization control for a shaftless rotary press printer and a positioning device for a machine tool. SOLUTION: Outputs of a sine curve incremental encoder 1b for outputting sine waves of two phases of A-phase and B-phase having 90°of phase difference, and a Z-phase indicating a reference signal of one rotation are input in this phase velocity detector 2e. The phase velocity detector 2e generates an accurate reference origin signal from the Z-signal irrespective of a normal rotational or reverse rotational direction. The phase velocity detector 2e detects also a synchronization A-phase signal, a synchronization B-phase signal, a pulse phase, an A-phase digital value and a B-phase digital value, from A-phase and B-phase signals, synchronizes the synchronization A-phase signal, the synchronization B-phase signal and the pulse phase completely, monitors the synchronization A-phase signal and the synchronization B-phase signal, using the A-phase digital value and the B-phase digital value as a reference to correct the pulse phase, and detects the rotational phase and the revolution speed with ultra-high precision.
