PROBLEM TO BE SOLVED: To bury a pipe material, without thickening the thickness of the pipe material even in a high place of underground water pressure, by reducing the underground water pressure applied to the pipe material, in a secondary lining method of a tunnel using the pipe material. SOLUTION: A drain means 5 is arranged in the pipe material 1 used for secondary lining arranged inside a segment ring 4 of a shield tunnel, and underground water leaked out to the inside of the segment ring 4, is drained inside the pipe material 1, to reduce the underground water pressure applied to the pipe material 1. The drain means 5 is provided with a check valve 6 for preventing a flow to the outside from the inside of the pipe material 1 and capable of draining water inside the pipe material 1 by opening when outside pressure of the pipe material 1 is a specific value or more. Thus, underground water outside of the pipe material 1 can be drained inside the pipe material 1 without making fluid such as sewage flowing inside the pipe material 1, flow out to the outside of the pipe material 1.
