PROBLEM TO BE SOLVED: To provide a semiconductor integrated circuit activated under application of a plurality of power supply voltages, wherein a through-current is prevented from being generated when no power supply voltage is applied to an input buffer while suppressing the reduction in an operating speed of an input circuit and the increase in a substrate area to the utmost. SOLUTION: The semiconductor integrated circuit is provided with: the input buffer 10 for providing an output of a signal on the basis of a signal given to an input terminal provided on the semiconductor integrated circuit when a power supply voltage V<SB>DD</SB>is applied thereto; a switch circuit 30 the first terminal of which is connected to the output of the input buffer; control signal generating circuits 50, 60 for generating a second control signal for controlling opening / closing of the switch circuit in response to the first control signal; a potential fixing circuit 40 for fixing a potential at the second terminal of the switch circuit according to the first control signal; and a next-stage circuit 20 for providing an output of a signal on the basis of the potential at the second terminal of the switch circuit when receiving a second power supply voltage.
