PROBLEM TO BE SOLVED: To suitably execute a pass control of information in an information pass control system for passing specific transmission information only, even if a transmit side address of the transmission information changes. SOLUTION: A fire wall extracts ticket information 3 from received packets 1 and retrieves whether a user ID 3a contained in the ticket information 3 agree to any user ID stored in a user ID storing means 4 the fire wall has. If both agree, the fire wall extracts a transmit side address 2 in the ticket information 3 and stores it in an IP address storing means 5 the fire wall has. Then the fire wall compares the transmit side address 2 in the packet 1 with the transmit side address stored in the IP address storing means 5 and permits the packets 1 that both addresses agree to pass.
