PROBLEM TO BE SOLVED: To provide an image forming apparatus, an image forming method and a toner for solving the problem of image stain by preventing flowback of the toner by providing a technique for preventing a toner recovered by a cleaning roller from melting again. SOLUTION: The particulate electrostatic charge image developing toner is formed from a dispersion, contains at least inorganic fine particles and is surface-treated with a fluorine-containing compound, wherein the dispersion is obtained by dispersing an organic solvent phase in which a binder resin, at least 50-100 wt.% of which is a polyester resin is dissolved, an active hydrogen-containing compound and a colorant in an aqueous medium phase in which fine resin particles are dispersed and causing extension reaction and/or crosslinking reaction of the binder resin, 50-100 wt.% of which is the polyester resin with the active hydrogen-containing compound. In an overhead flow tester, it is characterized in that an outflow start temperature is 100-140°C and a 1/2 outflow temperature is in a range of 145-180°C. COPYRIGHT: (C)2005,JPO&NCIPI
