PROBLEM TO BE SOLVED: To provide a base for a hair-treating agent achieving high dissolution speed in the formulation/dissolution of the base in the production of the hair-treating agent. SOLUTION: This granular base for the hair-treating agent contains (a) 30-90 wt.% quaternary ammonium salt expressed by formula (1) (one or two of R<SP>1</SP>, R<SP>2</SP>, R<SP>3</SP>and R<SP>4</SP>are each a 10-26C alkyl or a 10-26C hydroxyalkyl and the others are each a 1-3C alkyl, a 1-3C hydroxyalkyl or benzyl; and X is a halogen atom or a monoalkyl sulfate group) and (b) 5-65 wt.% aliphatic primary monoalcohol having a carbon number of 14-26 and contains≤15 wt.% component having a particle diameter of≤0.15 mm.
