PROBLEM TO BE SOLVED: To prevent the problems with a mechanically pulverized toner, wherein the toner has high circularity and therefore has high transfer efficiency and in addition, the toner is easily manufacturable and inexpensive, but due to its high circularity, the toner is liable to be densely clogged and at toner coating, the toner is liable to flocculate and there is a tendency for the toner coating to become nonuniform. SOLUTION: The mechanically pulverized toner is formed of a tabular ferromagnetic substance of≤0.5 mm in the thickness at the front end, at which a developer layer thickness regulating member faces a magnetic field generating means.
