PROBLEM TO BE SOLVED: To provide a plug constituted so as to reduce friction resistance or the take-over resistance due to the shrinkage of a foamed sheet to perform the production of a polypropylene resin foamed sheet having a low expansion ratio and a low weight basis, a thermoplastic resin foamed sheet manufacturing apparatus using it and a manufacturing method using it. SOLUTION: In this thermoplastic resin foamed sheet manufacturing apparatus equipped with an extruder for melting and mixing a thermoplastic resin and a foaming agent to extrude a molten mixture, the die attached to the discharge port of the extruder and the plug for cooling the foamed intermediate body extruded from the die while advancing the same along an outer peripheral surface to manufacture the thermoplastic resin foamed sheet, an Alumite treatment layer or a hard Alumite treatment layer is provided to the outer surface of the plug 7 and a fluoroplastic resin coating layer is provided to the outer surface of the treatment layer.
