PROBLEM TO BE SOLVED: To reduce a management table in size while preventing discrepancy even in omission of a frame or multiplexed reception, and guarantee constant period performance for exchanging control data. SOLUTION: Using from request message transmission to a response message reception as one transaction, once a token is given to an arbitrary transmitter side node, a mater node 3 continues to give the token to this transmitter side node for a plurality of cycles (token is not given to other nodes) until this transaction is completed. The one transaction consists of a request message transmission, polling and response message reception, and will not influence a control time slot. For example, in a first cycle, only a request message is provided and a response is not expected. After that, polling is repeatedly performed until a response is obtained, and the polling is interrupted if the control time slot is influenced, and the polling is re-started in a message time slot of the next cycle.
