PROBLEM TO BE SOLVED: To shorten illumination time by light emission of one time, and to clarify images at high-speed photographing. SOLUTION: A liquid crystal shutter 12 is arranged on the optical path of emitted light by a light source 10, and a synchronization control part 15 sends control signals S2 for opening and closing the liquid crystal shutter 12 to a shutter drive part 14 so as to open the shutter, only in a period during which the light emission of the light source 10 is in a normal state and to close the shutter in other periods. Thus, since the emitted light during the rising and falling periods is shielded by the liquid crystal shutter 12, when the light source 10 emits the light in a pulse shape, the limited light is emitted from a stroboscopic illumination device in the period, in which the light emission is in a normal state.
