PROBLEM TO BE SOLVED: To provide a soil improving apparatus which enables sure lap construction allowing a soil improving body block to be considered one body and which enables a lower end of the improving body to easily reach the bottom of a bearing layer, and a construction method for soil improvement. SOLUTION: The multi-shaft high-pressure injection and agitation soil-improving apparatus is constituted by making a plurality of injection rods continue into one another. In the injection rod, a shaft body is formed like a screw auger; a leading end is equipped with an agitating blade; and one leading end of the agitating blade is provided with a solidification material slurry jet nozzle. In the multi-shaft high-pressure injection and agitation soil-improving apparatus and the construction method using it, (r), (x) and (y) are set so that a jointing length can be 2√ä(r+y)<SP>2</SP>-(r+x/2)<SP>2</SP>}≥0.5 m [wherein r (m) represents a distance from the shaft center of the injection rod of the multi-shaft high-pressure injection and agitation soil-improving apparatus to the leading end of the agitating blade nozzle; x (m) represents a distance between the nozzles at the leading ends of the agitating blades between two adjacent shafts; and y (m) represents a jet arrival distance of the solidification material slurry in ground];, and the agitating blades are set to be as high as each other.
