<p><P>PROBLEM TO BE SOLVED: To provide a sheet perforating apparatus capable accurately and efficiently detecting the fullness of a perforation waste storage vessel, a sheet post-handling device, and an image forming device. <P>SOLUTION: The sheet perforating apparatus has a flapper 261 fixed to a rotary shaft 262 over the garbage can 270 and under the punch 250. The flapper 261 sweeps the upper part of the punch waste stored in the garbage can 270 to flatten the upper part of the punch waste. One end of the rotary shaft 262 is fixed to a rotating piece 275. A detecting piece 263 for detecting the position of the flapper 261 is fixed to the lower end of the rotating piece 275. A detecting sensor 292 connected to a control part 290 detects the position of the flapper 261 via the detecting piece 263.
