<p><P>PROBLEM TO BE SOLVED: To provide a method of calculating a link cost in consideration of the status of a low order layer link through which a low order layer path passes and properly selecting a route of a high order layer path, in a network. <P>SOLUTION: One node consists of an adjacent data link DB 1, a data link DB 2, an adjacent control link DB 3, a link information setting means 4, a link information exchange means 5, a link cost calculating means 6, and a route selecting means 7. The means 4 sets data link information 10 of the DB 1 and control link information 30 of the DB 3. The means 5 exchanges data link information 10 with an opposite node using the information 30. The means 6 calculates the link cost of data link corresponding to each information 10 of the DB 2.
